The Independent Communications Authority of South Africa (ICASA) plays a vital role in regulating the country’s telecommunications, broadcasting, and postal services sectors.
In line with section 5(1A) (a) of the ICASA Act, I am nominating the following four candidates for appointment to the ICASA Council:
• Dr Charles Lewis
• Dr Joshua Tshifhiwa Maumela
• Ms Karabo Mohale
• Mr Andrew Dibi Matseke
A properly staffed and independent regulator is essential to ensuring fair competition, protecting consumer interests, and enabling an environment conducive to investment and innovation.
These individuals collectively represent the appropriate balance of professional expertise that ICASA requires and blending continuity with fresh perspectives to ensure the regulator remains robust and forward-looking.
Their diverse skills and experience will strengthen ICASA’s ability to execute its mandate effectively.
Candidate Profiles:
Ms Karabo Mohale holds a Master of Arts in Development Studies from the University of Sussex, a Bachelor of Commerce Honours in Marketing from Mancosa, a Bachelor of Technology in Marketing from Tshwane University, and a National Diploma in Marketing. She has served as the Executive Deputy Chairperson of the National Youth Development Agency and currently chairs the Board of the Tshwane Institute for Continuing Education. She is also pursuing a Master of Science in Economic Policy at the School of Oriental and African Studies (SOAS), University of London.
Dr Charles Lewis holds a PhD and a Master’s in Management of Information Systems from the University of the Witwatersrand. He has extensive experience in ICT policy, legislation, regulation, and markets, as well as education and training. He previously served as a Councillor at ICASA and currently works as a consultant in the ICT sector.
Dr Joshua Tshifhiwa Maumela holds a PhD and a Master’s in Artificial Intelligence from the University of Johannesburg, as well as a Master’s in Economics from Waseda University in Tokyo. He is a registered Professional Engineer with the Engineering Council of South Africa (ECSA) and currently works as a Senior Machine Learning Engineer at Vodacom.
Mr Andrew Dibi Matseke holds a Bachelor of Science in Electrical and Electronic Engineering and a Master of Business Administration from the University of Cape Town.
He also has a Postgraduate Diploma in Project Management and is a member of various professional engineering bodies. He currently works as an independent consultant.
We will now await the National Assembly’s finalisation of the appointments, which will help ensure that ICASA continues to fulfil its mandate effectively, adapting to the evolving digital and communications landscape in South Africa.
